Error occurs when adding a delegate "Failed to add user as a delegate. The user may not have a calendar or a mailbox on this system"

SYMPTOM

 

When adding a delegate using the Manage Delegates link in OWA the following message occurs “Failed to add user as a delegate. The user may not have a calendar or a mailbox on this system"

This behavior occurs when a user tries to add a mail enabled user that does not have a mailbox associated with the account on the Exchange server.  This behavior is by design.
